ARTICLE 1: NAME
1.1 The name of this Organization shall be the QUEBEC ASSOCIATION OF STUDENT ACTIVITY ADVISORS

ARTICLE 2: OBJECTIVES
2.1 To promote and enhance student leadership in the schools of Quebec.
2.2 To sponsor / support Provincial Student Leadership Conferences.
2.3 To provide leadership training for Advisors and students leaders.
2.4 To present practical information and ideas about planning, organizing, managing, and supervising student activities.
2.5 To develop a spirit of sharing and co-operation concerning the operation in a high school setting.
2.6 To provide a forum for the exchange of ideas among student leaders and advisors.
ARTICLE 3: MEMBERSHIP
3.1 Membership is open to all persons actively interested in student leadership.
3.2 Honorary membership may be granted by a majority vote at a general meeting.
3.3 Membership is open to any institution associated with education.
3.4 Enrollment should include representatives from the following Schools Boards: Central Quebec, Eastern Shore, Eastern Township, English Montreal, Lester B. Pearson, New Frontiers, Riverside, Sir Wilfrid Laurier, Western Quebec, private schools.
ARTICLE 4: EXECUTIVE OFFICERS
4.1 Executive officers shall be elected from members of the Association by the general membership. The executive shall consist of: President, Vice-President, Secretary, Treasurer, current Provincial Conference Organizer, next Conference organizer and the CASAA delegate.
4.2 Term of office for the QASAA executive officers shall be two years. Vacant positions can be filled at the AGM each year. Elections will be held on the even years.
The CASAA representative shall be elected by the executive officers at the executive meeting preceding the AGM.
The CASAA representative shall be elected on odd years to ensure the established CASAA Board of Directors rotation.
4.3 Members at large may come from school boards that are not represented after the QASAA membership has voted in the new Executive of from the membership. The members-at-large must attend all meetings in order to best represent their school board.
Meetings may be moved to areas to accommodate all members of the Executive.
4.4 Representatives that are not from the Montreal area will communicate via email or attend one (1) meeting per year, in January-February in order to develop more ties between Montreal and the other regions regarding QASAA. Travel will be reimbursed as much as possible.
ARTICLE 5: MEETINGS
5.1 The Annual general Meeting shall be held at a designated time and location during the Provincial Leadership Conference or at a Teachers’ Convention, should no conference be scheduled.
5.2 Additional meetings will be held at the discretion of the Executive.
ARTICLE 6: AMENDMENTS
6.1 Amendments to this constitution may be made by a majority vote of members present at the Annual General Meeting.
ARTICLE 7: FEES
7.1 The Executive shall set the fee structure.
If a conference shows a profit, the distribution should be 60% of the profit to the host school and 40% to the QASAA Foundation.

MOTION FROM THE QASAA EXECUTIVE TO AMEND THE CONSTITUTION
The Executive recommends the following amendment to the constitution for approval by the membership at the AGM at the Provincial Conference held in Quebec City , Oct.27-29th, 2006
AMENDMENT to FEES
It is moved by Sia Georgaklis and seconded by Brian Senecal that QASAA establishes a fee of $175.00 per delegate for participation in the Annual Student Provincial Leadership Conference, $25.00 of which will be given to QASAA to support Leadership in the province of Quebec.
QASAA's support will include financial support, should the host school need it; a $500.00 Leadership scholarship awarded to a deserving student of the host school; and financial support to help pay for a guest speaker during the conference.
The following motion was proposed by the floor at the AGM in October 2007 at Pierrefonds Comprehensive High School to help future hosts in case billeting a problem and a hotel was needed for the students to be lodged.
MOTION: moved by John O'Donnell that we, as an association, increase the price of the Provincial Leadership Conference by $50.00 for the payment of the hotel should a host school decide not to provide billeting. Seconded by Guy Galbois. All in favor. MOTION CARRIED. |
